The Tennessee Housing Development Agency (THDA) invites you to provide input as it develops the 2020-2024 State of Tennessee Consolidated Plan for housing and community development. THDA seeks comments before developing the draft Plan.

The 2020-2024 Consolidated Plan includes the planning, application, and reporting for five U.S. Department of Housing and Urban Development (HUD) grant programs: Community Development Block Grant (CDBG, administered by the TN Dept. of Economic and Community Development); HOME Investment Partnership Program (HOME, administered by THDA); Housing Trust Fund (HTF, administered by THDA); Emergency Solutions Grant (ESG, administered by THDA); and Housing Opportunities for Persons with AIDS Program (HOPWA, administered by the TN Dept. of Health). These programs support a variety of housing and community development efforts throughout Tennessee, for the benefit of low- and moderate-income households. The State is required to prepare and submit a Consolidated Plan to HUD every five years. This new Plan will be submitted to HUD in May 2020.

The draft Plan will be available for review in March, with a public comment period and additional public hearings.

Special accommodations for the public hearing (e.g. persons needing assistance due to hearing or vision impairments or limited English language proficiency) must be made 15 days in advance of the meeting in writing to Megan Webb at research@thda.org.

Comments may also be submitted via email to research@thda.org until the start of the public comment period.

Notice is hereby given to all interested persons that a public hearing will be held at KHC’s offices, 1231 Louisville Road, Frankfort, KY, 40601, in the West Annex Board Room on Thursday, February 13, 2020, at 2:00 pm EST to discuss and review comments on the Public Housing Agency Annual Plan (PHA Plan) and 5-Year Plan for administering the KHC Housing Choice Voucher Program. The annual plan is for fiscal year 2020 (7/1/2020 to 6/30/2021). The 5-year plan is for fiscal years 2020-2024.

The draft plans will be available for public review and comment from Monday, December 23, 2019, through Wednesday, February 12, 2020, at the above address and on KHC’s website at http://www.kyhousing.org/Rental/Pages/default.aspx. Comments will be addressed and considered for incorporation into the final plan. Oral comments presented at the public hearing as well as written comments submitted within ten (10) days after the hearing will be included.

KHC’s office campus is handicapped-accessible. Public Hearing Notice – Consolidated Plan

A public hearing will be held to obtain needs information for the 2020 Consolidated Plan for Kentucky’s block grant housing programs.

 The Consolidated Plan is the Commonwealth’s application and distribution plan for U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Block Grant Programs (HOME, ESG, CDBG, HTF, and HOPWA). KHC and the Department for Local Government are the agencies responsible for submission of the plan to HUD.

Kentucky is in the process of drafting the 2020 Consolidated Plan, and a public hearing is being held for the purpose of obtaining public input. Both written and oral comments will be accepted, and where applicable, will be incorporated into the document.

The public hearing is scheduled for 1:00 PM EST Thursday, February 13, 2020, at the KHC West Annex Board Room at 1231 Louisville Road, Frankfort, KY, 40601. KHC’s campus is handicapped-accessible. If you are a person with a disability, need information in an alternative format, or speak limited English and require special services at the public hearing, please notify Erica Abrams Yan by February 6, 2020, so that arrangements for those services can be made.
