Funding Opportunities

USDA Published a NOSA for Section 538 Guaranteed Rural Rental Housing Program for FY 2018. Applications may be submitted either electronically using the Section 538 electronic response FORM

RHS Rural Community Development Initiative for FY 2018 – NOTICE for applications under the Rural Community Development Initiative (RCDI) program. The application can be found here. The deadline for applications is 4 p.m. on June 25, 2018. For further information on the RCDI application process, you can reach out to the State RD office.

Funding now available for projects on Abandoned Mine Land – The grant application and additional information on the grant funding is available on the WVDEP website . Completed applications are due June 15, 2018.

Training Opportunities

NWA Self-guided Online Training – Please remember, as you only had 60 days after registering to complete your courses and any related tests, all should be complete! Make sure to send your certificates of completion to jackie@fahe.org. We are required to keep these in our files for NWA review.

REGISTRATION IS OPEN for the last NTI, which will be held in Louisville August 20-24. This is the last opportunity to use Fahe Slots for Federal FY18. USDA 502 Packaging course is being offered Monday, August 20 – Wednesday, August 22. Contact Jackie for additional information or requests.

Other USDA 502D certified loan application packaging courses will be offered:

  • Monday, September 24, 2018 through Wednesday, September 26, 2018 by HAC in Liverpool, NY.  For more details (e.g. how to register, cost, etc.), visit: http://www.cvent.com/d/cgq1yz
  • (SAVE the DATE) Tuesday, December 4, 2018 through Thursday, December 6, 2018 in Washington D.C.  Details for this session should be available on HAC’s website in September.

USDA:

2018 Updated Income Limits for the Single Family Direct Loan and Grant Programs were published on May 17, 2017 through a special Procedure Notice (PN).  The Income Eligibility calculator in the Eligibility website has been updated to use the new income limits.

Corresponding changes have also been made to the:

  1. Automated income worksheet for packagers, available on the Single Family Housing Direct Home Loan Forms & Resources page under the Forms and Resources tab.
  2. Automated 504 worksheet, available on the Single Family Housing Repair Loans & Grants Forms & Resources page under the Forms and Resources tab.

Proposed Changes to Eligibility of Certain Rural Areas: On March 16, 2018, the proposed ineligible area maps for the Rural Development Single Family Housing (SFH) and Multi-Family Housing programs were posted to the USDA Income and Property Eligibility Site at https://eligibility.sc.egov.usda.gov.  Users will need to select the “Proposed Ineligible Areas” tab after choosing the appropriate program (e.g. Single Family Housing Direct) to view the new ineligible area maps.  The “Proposed Ineligible Areas” maps show all ineligible non-rural areas, and not only the new non-rural areas.  In some cases, previously ineligible areas will now become eligible rural areas.  The new ineligible areas will become effective on June 4, 2018. We encourage you to review your service area on the new maps and reach out to your state office to discuss any negative impact this might have for you and your clients.  The State Directors will have the final say in the eligibility decisions.

Consumer Financial Protection Bureau:

To support the implementation of the recently issued 2018 TILA-RESPA Rule, on May 15, 2018, the Bureau published updates to both versions of the Small Entity Compliance Guides (versions 4.1 and 5.2) and Guides to Forms (versions 1.5 and versions 2.1). Due to the 2017 TILA-RESPA Rule’s optional compliance period, which ends October 1, 2018, the Bureau has kept an old version and new version of each guide to provide implementation support during the optional compliance period. USDA Economic Research Service released its 2017 edition of Rural America at A Glance highlighting recent social and economic conditions in rural America, county-level trends in population, employment, income, poverty, and broadband connectivity.

The team behind The Hub’s Policy program looks to find policy-based solutions in response to challenges that West Virginians are facing in their everyday lives.
